INVISIBILITY OF THE ETHNIC-RACIAL DEBATE IN SUAS: THE MATERIALIZATION IN CRAS AND SCFV
Abstract
This article interprets how ethnic-racial relations are addressed in the legislation and technical guidelines of the Social Assistance Policy, especially in the Service of Protection and Comprehensive Assistance to the Family and in the Service of Coexistence and Strengthening of Bonds for adults and the elderly. It is qualitative research based on critical social theory. A bibliographical review and documental research were carried out, in addition to the report of experiences in the CRAS of a municipality in the interior of the State of São Paulo, in which the authors of this text act as social workers. It appears that the main laws and regulations of Social Assistance do not address ethnic-racial relations or do so superficially, contributing to the invisibilization of the debate in SUAS, to the naturalization of institutional racism and violation of the rights of the population served, which most are black people.
